The Legitimacy Charter
As a rational and political animal, Man can only reach freedom and perfection if aided by good laws. Good laws are those which conform to Natural Law, the ‘law of rightful reason’. Consequently, only a State institutionally founded on at least the first of the three levels of good laws given below, can provide positive legitimacy. In order of increasing importance, these levels are :
Level One : Recognition of Natural Law as a model for all laws, with its corrolary that all men recognizing this Natural Law can live according to it. Level Two : Recognition of the divine origin of Natural Law. Indeed, can a law exist without a law maker? The consequence of this recognition of divine law is to live in accordance with this law. Level Three : Recognition of Jesus-Christ as the King of kings, the Word of God, the only God made Man, and model of King as servant of all. This model can be attained by those who have faith in the Revelation of Jesus Christ. The consequence for the political catholic authority of the Church is the recognition of a supernatural society founded by Jesus Christ to lead souls to God 3The third level is common to all Christians as far as the first part is concerned. Traditional monarchies strive at least to conform to Natural Law. By recognising the right of their subjects to be ruled and to live according to this transcendent law, political power becomes authority: everyone can fulfil his nature in accordance with his talents, everyone can grow in virtue and hence in dignity. Thus, kings who establish justice in this way secure from their peoples not only free obedience but even more, love.
As a result, the three levels of legitimacy are incompatible with schools of thought that advocate the autonomy of Man, his liberation from any law not of his own making.
Even the worst government or the least just should be tolerated if toppling it means running the risk of having society fall into anarchy which is the generalised form of the law of the fittest at the smallest level. However, to tolerate is not to accept and therefore one should strive to establish the legitimate government at the earliest opportunity.
The Legitimacy Charter project or Vexilla Regis Prodeunt (the royal banner forward goes) — is meant for all countries, so that through a legitimate government, everyone can regain his liberties and honor.
